Accept Any Device doesn't work when device isn't in the DB

Description

When the 'Accept Any Device' option is set for a partition and the 'Auto Insert Devices' option is not set, associations will always be rejected. This occurs when the Device is not in the Device table. Did a check back, and this was broken in rev [3894].

Tested Revision: 12202

Steps Performed:
1) Checked 'Accept Any device' option for a partition, but not the 'Auto-Insert device' option.
2) Used a new device to verify a server partition.
3) Inspected the Devices list for the partition.

Key item of Verification: Verified that if the 'Auto insert devices' option is not set, the devices are not inserted in the device table but associations are still accepted if the 'Accept Any Device' option is set. Verified that studies can be sent to the partition by new devices, that do no exist in the database.
